Metal Clip

I have a pet chinchilla as a gift, and it has a metal clip in his left ear. Is this normal?

It seems that when grown ear. If possible, I will hire a veterinarian to remove. Please let me know what are my options.

That is absolutely not normal. Where did he come from? A fur farm, perhaps? They probably have to be identified with tags breeding animals. But as pets, no, certainly not.
