Lumina Tach

Chevy Lumina temp gague?
I have a 1999 Chevrolet Lumina LS with the upgraded instrument cluster (the one with the tachometer). The engine always has run cold, and I always assumed it was the Thermostat, however I just replaced the thermostat, and I still have the same problem. Hooked up an OBD II reader to the car to check the live data from the computer, it shows the engine at 208 F which is right, but the dash still only shows 130 F, also the tach on the computer shows 612 idle, and the dash shows 1000 idle. What am I missing for either of these issues, and how can I fix either or both of them, Please Help, I Have Tried Everything I can Think Of
On the temp I would say that if it’s not the sending unit, it’s the gauge.
But on older tachs, they hooked straight up to the coil. I don’t know if the new ones use a sending unit.
